The Order of two Classes and Medal of Ushakov were instituted for navymen in honor of Russian known naval commander Fyodor Ushakov. It could be given for valour and gallantry displayed in sea battles.

More than 15,000 Medals of Ushakov were awarded during the Great Patriotic War of 1941-1945.

Silver medal with a portrait of admiral Ushakov in the centre. Inscription "ADMIRAL USHAKOV" above, laurel branches below. There is a miniature anchor chain on a medal ribbon.
